The OCHA Hebron Field Coordination Unit was set up in August 2003 in Hebron city. The office building, which OCHA FCU shares with WFP and UNICEF, was officially opened in October 2003. The Hebron FCU monitors the humanitarian situation in the Bethlehem and Hebron governorates in the southern West Bank and coordinates with other UN agencies and humanitarian organisations.

It facilitates regular local humanitarian forums in Bethlehem and Hebron, which bring together representatives from the governors' offices, local municipalities, Palestinian Authority departments, UN agencies, international organisations and local NGOs.

The OCHA FCU also coordinates with the Palestinian District Coordination Liaison office (DCL) and the Israeli DCL, particularly on issues affecting the humanitarian situation of the local Palestinian population, such as access to emergency medical services, water supplies, and schools.
